Florida law requires bicyclists to use the bike lane if available

"It's a fear-based law," said Brad Kuhn, an avid rider and director of Bike/Walk Central Florida. Bicyclists need the flexibility to ride farther into the road to increase their visibility with motorists, Kuhn said. He added that bike lanes often are placed too close to parking spaces, making riders vulnerable to people who open their car doors without looking.

A controversial proposal to require most dog and cat owners in Chicago to sterilize their animals resurfaced Monday, and the ordinance's chief sponsor is confident it could pass. Ald. Ed Burke (14th) has softened some provisions. A third offense for failing to neuter or spay a pet before it's 6 months old would now trigger a $100-a-month fine, compared to a single $500 fine, impoundment and sterilization under the original.

Ban on saggy pants is ruled unconstitutional by Florida judge

In March, a town in Florida banned saggy pants where the wearers underwear was exposed. Somebody sued for some reason, and won. Today, the court ruled that that law is unconstitutional. "A 17-year-old spent a night in jail last week after police arrested him for wearing low pants in Riviera Beach, southeast Florida... The law banning so-called "saggy pants" was approved by city voters in March after supporters of the bill collected nearly 5,000 signatures to put the measure on the ballot."
