President Obama seeks new version of line-item veto

The proposal is a variation on the line-item veto, which was approved by a Republican Congress in 1996 and used by then-president Bill Clinton to slice more than $2 billion from spending bills before being ruled unconstitutional in 1998. White House budget director Peter Orszag said the new proposal would pass legal muster because, unlike the line-item veto, which "gave the knife to the president," Congress would retain ultimate control over the budget scalpel.

Healthcare Reform "Hanging by a Thread"

Merry Christmas! Senate raised debt limit by $290B last night

Senators voted 60 to 39 to raise the federal debt ceiling by $290 billion, to $12.4 trillion. That will be enough, once President Obama signs the measure into law, to allow the Treasury Department to borrow money to fund government operations and programs until mid-February.

Senate Majority Leader Harry M. Reid scrambled Tuesday to lock down votes behind a health-care bill that he may present as early as Wednesday. The Nevada Democrat would not confirm that he had received commitments from all 60 members of his caucus to overcome GOP procedural objections and bring the bill to the Senate floor, saying only, "I feel cautiously optimistic that we can do that.
